2025年2月、WIPO（世界知的所有権機関）のAdvisory Committee on Enforcement（ACE：執行諮問委員会）による第17回目の会議が開催され、その中で、世界的に問題になっているオンライン上での著作権侵害への対応策について議論が行われました。WIPOの公表資料によれば、ポルトガルのNOS Technologyの著作権対策責任者（ペドロ・ブラボー氏）によって同社が開発したAI搭載の著作権侵害対策ツールキットの技術が紹介されました。同社によると、当該ツールは99%以上の精度で、著作権侵害案件をリアルタイムで検出できるとのことです。以下は、WIPO資料に記載されたソリューションに関する説明の一部です。
ANTI-PIRACY TOOLKIT BY NOS TECHNOLOGY
The tool is a combination of technology and open-source intelligence (OSINT) gathered by automated agents. It allows real-time detection with high accuracy (more than 99 per cent) and provides all the network details in a graph,29 utilizing the following:
a) Smart web crawling – with the capability of reinforcing learning for efficient crawling.
b) Image and video recognition – logos, watermarks, scoreboards and publicity (advertisements) are detected to confirm and score the infringement.
c) Natural language processing – identification of context, services, channels and technology, making it possible to “simulate” a human analyst and thereby improve results with less investment (time, resources and cost).
d) Piracy detection score – using a hybrid approach with supervised and unsupervised machine learning models.
e) Active learning – on case classification for continuous learning.

一般に、著作権を侵害する海賊版サイトへの対策は「イタチごっこ」と言われます。ドメイン名を次から次へと変更してアップロードされるおそれがあり、人間による監視や手動での作業には、おのずと限界が生じます。オンライン上での著作権侵害の問題が多発する中で、今後、人間の介入なしにリアルタイムで海賊版をブロックできるツールの活用が必要不可欠になると思われます。
